The answer is yes it can. I made up a driver out of PVC pipe. 1 1/2 inch pipe cut to the length of the bushing plus the amount in a coupling, then about 20 inches of pipe then an end cap. The bushing end needs to be shaved down a bit so the new bushing slides on easily. Put it in place and drive it in.
